The very first question that should be asked by the Roadmap is "What are the unique services provided by neighborhood organizations to residents and the City?"
There are many different ways to answer this question, for example, it would be easy to simply provide a list of programmatic services that neighborhood organizations provide--a sort of check list of neighborhood organizations activities.
